We should take the special struggle as a major project with political, strategic and basic significance. We should keep a close eye on the major cases involving the underworld and evil, the "umbrella" and "network" and the economic foundation of the evil forces, so as to promote the special struggle to make new breakthroughs. We should further improve the mechanisms of legal policy guidance, clue sorting and verification, handling cases according to law, and publicity and guidance, so as to effectively solve the problem of eliminating gangsters and evils. It is necessary to carry out supervision "looking back", make good use of major case supervision group and special supervision commissioner, do well in evaluation and reward, strengthen supervision and accountability, continuously transmit pressure and stimulate motivation.

Guo Shengkun stressed that in view of the problems exposed in the special struggle, we should focus on long-term and regular governance, explore a long-term mechanism of source control and systematic governance, promote basic construction at the grass-roots level, and strengthen the construction of political and legal personnel, so as to provide strong guarantee for the realization of the three-year target.
